General Instructions:
1. All players must be in fifth-grade or under for 5U divisions, sixth-grade or under for 6U divisions and seventh-grade or under for 7U division.
2. A $100 dollar entry fee will be charged for each 5U team. A $60 entry fee is required for the other divisions.
3. Trophies will be awarded to first- through fourth-place teams in 5th-grade and under co-ed division and to champions and runners-up of all other divisions.
4. High school girls-size basketball (28.5) will be used for all divisions.
5. National Federation (High School) rules will be used except:
1) Quarters will be six minutes long. Arizona high school mercy rule will apply: If the point spread is 30 in the 4th-quarter, clock will run until final minute.
2) Halftime will be three minutes long.
3) All time outs will be 30 seconds long (5 per team per game).
4) Full-court press will not be allowed. Teams may not play defense in their front court. Penalty: Offended team receives ball under its own basket.
5) 5th-grade and Under Co-Ed Division only: BCI substitution rules will apply. All players who play in the first quarter may not play in the second quarter. No substitution restrictions apply in the second half. If a team has fewer than 10 players, the opposing team need play only that number of players. (See next page.)
RULES PROHIBIT PLAYERS WEARING JEWELRY. NO EXCEPTIONS. This rule is for the safety of the players. Please inform your players of the “no jewelry” rule.

Roskruge Cougar Classic substitution rules
5th-Grade and Under Co-ed Division ONLY
Adapted from Basketball Congress International Rules
The rules are designed for a purpose.  The rules are to ensure that every player ona 10-person team gets at least one quarter of playing time.  
During the first half
Assuming a team has 10 players at the game:
5 play the whole first quarter without being subbed out.  5 different players play in the second quarter without being subbed out.  
During the second half:  
Any combination of players can be used and any substitution style can be used.
If teams do not have 10 players at the game:
1st quarter:
Play 5 players without substitution.
2nd quarter: play the remaining players - The opposing coach gets to chose which player(s) have to play in the second quarter. No substituting in the first half.
During the second Half:
Any substitution pattern is allowed
At the beginning of the second Quarter:
If a team has 9 players at the game - the opposing team will receive 2 points.
If a team has 8 players at the game - the opposing team will receive 4 points
If a team has 7 players at the game -. the opposing team will receive 6 points
If a team has 6 players at the game - the opposing team will receive 8 points
If a team has 5 players at the game -. the opposing team will receive 10 points (Points will be awarded only if one team has more players than the other team.)
If a team has fewer than 10 players, the opposing team need play only that number of players. In that situation, the team with at least ten players may substitute in and out during the second quarter any players who played in the first quarter as long as it keeps the number of players in that the team with less than 10 players has over 5. (For example, if one team has 8 players and another team has 15 players, the team with 15 players must keep at least three players that did not play in the first quarter in the game during the second quarter.)
If teams have more than 10 players:
They may sub in either or both the first or second quarters, but subs who play in the first quarter may not play in the second quarter.
During the second half:
Any substitution pattern can be used.
There is strategy involved with the substitution. Some teams divide their team up into two equal squads.  Some coaches load up for one quarter.
